Manages International Logistics, delivering all service, financial performance, and compliance objectives. Owns direct business relationship with and manages performance of Asian 3rd Party Logistics Provider, Ocean Carriers, Dray Carriers, and Brokerage/Freight Forwarders. Responsible for all Retailer facing direct import and export activity. Documents and drives process adherence and required record keeping consistent with True Value Internal Audit, and Governmental Regulations including all Inventory control, CTPAT, and HTS requirements. Oversees the tactical day-to-day operations and executes on the long-term strategic direction as developed by the Division Vice President by identifying and implementing continuous improvement initiatives.

    Position Description

    Job Duties and Responsibilities (in order of importance):

    Ensure adequate ocean carrier capacity to drive efficient flow of Import product from source to final Distribution Center (DC) within expected lead times. Manage season volume swings and total cycle time in adherence with stated goals and company expectations. Manage performance of 3rd party operated China CFS locations (2) and 3rd party operated Inbound Consolidation location (1) to ensure timely consolidation/de-consolidation of purchase orders en route to final Distribution Center

    Deliver 3rd party warehouse, ocean carrier, and brokerage services within annual budget of ~$15M. Obtain target cost percent of Inbound Receipts. Lead negotiation strategy along with DVP to obtain best possible rates given business requirements and market conditions.
    Identify and implement continuous improvement opportunities to reduce cost while maintaining service.

    Provide operational direction and oversight for creation of repetitive and sustainable businesses processes that are well documented, audited frequently, and constantly reviewed for continuous improvement. Includes Retail Support Center (Chicago corporate headquarters), 3rd party operated China warehouse operations, 3rd party operated de-consolidation operations, carrier management, and government compliance programs. Includes setting annual objectives and budgetary goals for organization.

    Develop staff and procedures to adequately manage all import and export compliance activities included but not limited to: CTPAT and ISA Government Compliance. Schedule ‘B’ and HTS compliance, and on-going maintenance. Along with DVP, responsible for all other compliance including SOLAS and International Hazmat Compliance and Coordination.

    Develop and supervise staff located at RSC and associates located at the Global Sourcing office in Shanghai. Ensure appropriate cross-training, SOPs, and documentation.

    Responsible for managing an operational budget. Manages the movement of inventory

    Position Qualifications

    Work Experience:

    – Five to seven years of related experience required
    – International logistics experience required
    – Brokerage /International Logistics / Hazardous Materials experience required 
    – Legal & Regulatory experience required

    – Bachelor’s degree or equivalent work experience
