Description of the Position Managers play a vital role at NSA, they: – Manage an organizations personnel and processes, including promotions, awards, staffing, hiring, resource management, performance management, etc. – Assign work both across organizational elements and to employees with diverse work roles. – Create a learning environment that supports employees in realizing their potential. – Contribute to the Agency’s strategic plan based on their understanding of the mission they lead. – Advise leadership on organizational matters, offering recommendations. – Develop and communicate strategic goals, vision, priorities, programs, and long-range plans for an organization. – Establish and maintain working relationships and networks with customers, professional colleagues internal and external to the Agency, foreign partners, or representatives of other agencies. – Establish organizational priorities to meet actions and deadlines. – Provide professional, technical, and career guidance to workforce.

Qualifications
Expert (Grade: 15) The qualifications listed are the minimum acceptable to be considered for the position. Entry is with a Bachelor’s degree plus 9 years of relevant experience, or a Master’s degree plus 7 years of relevant experience, or a Doctoral degree plus 5 years of relevant experience. A high school diploma or GED plus 13 years of relevant experience, or an Associate’s degree plus 11 years of relevant experience may be considered. Degree in any field acceptable. Relevant experience must be formal supervisory experience, and specialized experience in a subject matter related to the position in which the candidate is applying. In addition, may also include informal supervisory experience (e.g., team lead). At least 5 years of formal management experience and experience within the IC/DoD is preferred.

The ideal candidate is someone with a desire for continual learning and who possesses strong interpersonal, communication (oral and written), and problem-solving skills, and is: – people focused – accountable – adaptable – detail-oriented – customer service & requirements oriented – able to work effectively in a collaborative environment – able to manage multiple tasks with competing timelines and deliverables The individual selected for this position will be responsible for overseeing information system security engineering, security control assessments and penetration testing efforts in support of the Risk Management Framework (RMF) process under the authority of the NSA/CSS Authorizing Officer (AO) and therefore has a unique opportunity to learn about the broad spectrum of missions conducted at NSA. This position afforded an unparalleled opportunity to make a significant impact on the protection of NSA’s data and information technology systems and is foundational to the sustained execution of the NSA/CSS mission. The individual selected for this position must possess a keen understanding of NSA, the U.S. Intelligence Community and the Department of Defense. They must be able to identify and resolve problems, respond quickly and decisively to issues, balance competing demands by setting and keeping priorities, pursue new and creative ways to deliver services, and ensure the organization is exceeding customer expectations while operating within authorities. The successful candidate must have the ability to work effectively with senior leaders, staff personnel, and external customers at all levels. The ability to recognize and operate sensitively in politically-charged situations is critical. He/she must be a quick study, self-directed, and have excellent leadership and interpersonal skills. Candidates must have strong briefing skills and be able to present ideas and information to all levels of audiences in a clear, convincing, and organized manner. He/she must possess good organizational skills and the ability to work independently and to multi-task in an often fast-paced time-sensitive environment. The successful candidate for this position will have good decision making skills as he/she will be required to make time-sensitive decisions.
Pay, Benefits, & Work Schedule
Salary: $148,484 – $176,300 (Expert Level) Salary offers are based on candidates’ education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position. This is a full-time position, Monday through Friday.
