Medicaid Eligibility Specialist (MES) Supervisor I (CT) Performs highly complex administrative and supervisory eligibility program work. Supervises a unit of Medicaid Eligibility Specialists and/or clerical staff responsible for determining client eligibility for Medicaid for the Elderly and Persons with Disabilities (MEPD). Assigns and supervises the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Job requires detailed oriented individuals with ability to apply complex policies and procedures. This position may require up to 40% of travel.

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Selects, manages, and develops staff through conferences, mentoring, training, and performance appraisal. Reads cases and provide policy interpretation. Prepares management reports, analyzes information to keep management informed, and responds to issues. Plans, coordinates, and monitors service delivery in assigned area to ensure effective and efficient program operations with high volume activities in all areas. Interprets policies, procedures, rules, regulations, or standards to others (for example, staff, applicants, clients, providers, vendors, the public, and community organizations). Analyzes and effectively redistributes the workload to have a positive impact of timeliness, accuracy, and meeting program goals and expectations. Develops and maintains working relationships with others (for example, agency staff or representatives of community resources, other state agencies, federal agencies, or the public). Must be able to work occasional overtime, as required by management, outside of normal hours of operation, which may include weekends when called upon. Must be able to work in a highly stressful and fast paced environment under constant pressure to meet required deadlines.

Knowledge Skills Abilities:
Knowledge of Medicaid Services guidelines, policies and procedures for aged and disabled individuals. Knowledge of Health Insurance Portability Accountability Act (HIPAA) and Tax Sensitive information regulations. Prepares management reports, analyzes information to keep management informed, and responds to issues. Plans, organizes, prioritize, coordinates, and monitors service delivery in assigned area to ensure effective and efficient program operations. Interprets policies, procedures, rules, regulations, or standards to others (for example: staff, applicants, clients, providers, vendors, the public, and public officials). Analyzes and effectively redistributes the workload to have a positive impact on timeliness, accuracy, and meeting program goals and expectations. Knowledge of English language, such as vocabulary, grammar, and organization of expression, required for documenting coaching notes, meeting notes, and adverse action. Ability to perform multiple tasks in a timely manner. Ability to respond to and resolve client inquiries and complaints. Assertiveness to manage a team of staff to effectively, efficiently, and consistently meet high production expectations. Develops and maintains working relationships with others such as agency staff or representatives of community resources, other state agencies, federal agencies, or the public.

Initial Selection Criteria:

Sixty (60) semester hours from an accredited college or university required. Relevant customer service experience may be substituted for education. Degree from an accredited college or university preferred. A minimum of three (3) years’ experience as a Texas Works Advisor (TWA) or Medicaid Eligibility Specialist (MES) is required. Current experience within two (2) years in SNAP, Medicaid, and/or Medicaid for the Elderly and People with Disabilities (MEPD) policy and procedures is required. Current TIERS and Eligibility Workload Management System (EWMS) experience is preferred. Experience working in a professional customer service environment required. Experience planning, organizing, and monitoring production work required. Experience which demonstrates skill in communicating verbally and in writing required. Experience in making decisions required. Experience performing multiple tasks in a timely manner required. Application indicates the willingness to work beyond normal work hours of 8AM-5PM as needed/required. Experience using computer software such as Microsoft Word, Excel, and Outlook required. Experience leading, mentoring, and/or motivating staff with varied skill levels and experience required. Prior supervisory or leadership experience preferred. Number of positions to be filled: 1. PN 00053643 Location of position to be filled: HHSC, Sulphur Springs, or upon approval of Regional Director and available office space, may be filled at other Region 04 locations.
Effective September 1, 2017, a career ladder was implemented that will promote B19 Medicaid Eligibility Specialist Supervisor I employees to the B21 Medicaid Eligibility Specialist Supervisor II classification (salary group $48,278 – $78,953) upon completing two years in the B19 position and at least meeting job performance requirements.

Current and former HHSC employees may be offered a higher salary if they have recent Texas Works or Medical Eligibility Supervisor experience within one year prior to the application closing date.

Access & Eligibility Services Field Offices normal hours of operation are from Monday-Friday 8:00 am – 5:00 pm. Employees may be required to work occasional overtime, as required by management, outside of normal hours of operation, which may include weekends. This position may require up to 40% of travel.
