Deputy Commissioner of Budget and Finance

  • The Fire Department, City of New York (FDNY), seeks a Deputy Commissioner (DC) of Budget and Finance.
    The successful candidate will:
  • Plan and oversee all aspects of $2 billion annual operating budget, $300 million revenue budget, and $200 million annual capital program.
  • Provide executive-level direction to the professional budget staff in the preparation and administration of the FDNY expense and capital budgets.
  • Advise the FDNY executive leadership team on resource allocation and funding prioritization.
  • Manage the financial and contractual relationships with various oversight agencies.
  • Provide oversight of the Agency's contracting and purchasing processes.
  • Analyze current procedures and implement strategies to streamline contract and procurement workflow.
  • Manage projects relating to agency programs and operations.
  • Act as an advisor on agency labor negotiations and labor management issues.
  • Act in an advisory capacity on Human Resources matters.
  • Represent the department at City Council hearings.
  • Prepare reports, analyses, and testimony for City Hall, City Council, other government officials, arbitrators, the media and community groups.
  • Ensure the agency's commitment to equity is applied throughout the financial systems, such as in service allocations, budget negotiations, and new needs requests.
  • Serve as the agency MWBE officer to ensure compliance with local law goals on diversity opportunities in the vendor community.

Minimum Qual Requirements

Experience working in budget and finance in a managerial/supervisory capacity.
Knowledge of NYC government budgeting process, fiscal and budget rules and the Financial Management System (FMS).
Experience in one or more of the following areas: budgetary planning/management, financial analysis, cash flow analysis, financial publications, policy matters, risk analysis, procurement, contracting, payroll, timekeeping, labor negotiations, and personnel actions.
Ability to advise senior staff members on budget-related issues.
Ability to lead and oversee a team of professionals.
Familiarity with labor unions and labor management issues.
Outstanding organizational, analytical and quantitative skills.
Excellent interpersonal, verbal and written communication skills.
Ability to link financial results to operational performance drivers.
