Mail Clerk/Laborer

RWD CONSULTING, LLC is seeking an experienced Mail Clerk/Laborer. The position is located in Washington, DC at the United States Equal Employment Opportunity Commission. Under the direct supervision of the Program Manager, this position provides high-level mail management operations and laborer support services in support of the Facilities Management Department and EEOC staff, clients and stakeholders. Candidates should be well versed in mail services processing and handling in addition to having a thorough knowledge of processes and procedures related to laborer services to include some mechanical skills.

Essential Job Functions (including but not limited to):

The ideal candidate will be responsible for overseeing all mail services to include:
  • Providing high-level front counter and phone customer service
  • Processing official incoming and outgoing mail from the United States Postal Service (USPS) expedited mail carriers and other government and non-government sources
  • Operation of designated mail systems and equipment with high-level knowledge of the United States Postal Service procedures and requirements
  • Monitoring, tracking, and creation of monthly records on all mail handled and processed
  • Provides daily messenger courier services as needed
  • Verification of complete address information and weight of items to be mailed, employing the most efficient mailing method to ensure the timely and least costly mail services for the agency.
  • Sort official incoming mail by office including the Washington Field Office and date stamp front of envelopes
  • Operation of all mail systems and equipment to include automated, manual and PC driven
  • Support bulk mailings as needed
  • A detailed review and reporting of the quantity of returned mail for daily outgoing mail due to mail handler error
  • A detailed review and reporting of returned mail associated with bulk mailing due to mail handler error
  • Organizes and priorities large volumes of mail and packaging for distribution
  • Support Facilities Management staff as directed in the maintenance of department equipment
The ideal candidate will be responsible for laborer support services to include:
  • High-level knowledge of laborer and warehouse operations support services
  • Packing, wrapping, handling, transporting, storing, protecting and shipping of supplies, furniture and Information Technology (IT) and other equipment
  • Mechanical skills to include the use of standard tools and equipment in accordance with the Office of Personnel Management (OPM) federal guidelines
  • Move and transport furniture, supplies
  • Set up and break down of assigned conference rooms for meetings, training, and conferences
  • Perform minor adjustments, repairs, and installations of office furniture and equipment
  • Hanging of lightweight items including signage, banners, plaques, and artwork as assigned
  • Communication.

Supervisory Responsibility
This position requires no supervisory responsibility.
Work Environment
While performing the duties of this job, the employee regularly works in a mailroom setting.
Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
This position requires continuous standing, lifting up to 75 pounds of boxes, furniture, conference tables and mail bags. The positions requires pushing, pulling, bending, swatting, and repetitive hand movement as necessary. The position also requires utilization of mailroom equipment and tools.
Position Type/Expected Hours of Work
This is a full-time position. Days and hours of work are Monday through Friday, 8:00AM to 5:00PM.
No travel is required.
Required Education and Experience
  • High School Diploma
  • 3 to 5 years of experience providing high-level services in support of government agencies
  • Ability to pass a background check
  • Strong written and verbal communication skills
  • Relationship building and management
  • High-level organization skills
  • The ability to think critically
Security Clearance
  • This role does not require a security clearance.
For access to facilities and/or systems, a personal identity verification PIV Card is required. In order to obtain one, the Mailroom Worker will need to complete the following:
  • Electronic Standard Form (SF) 85 or 85-P / "Questionnaire for Non-sensitive Positions"
  • SF (87) Fingerprint Chart / FBI National Criminal History Fingerprint Check
  • Optional Form (OF) 306
  • Background investigation (NACI or other OPM directed investigation)
Note: PIV cards may not be approved for candidates who have been convicted of a felony, crime of violence, or misdemeanor involving moral turpitude such as a conviction of larceny within the last five years.
In addition, the following citizenship requirements must be met:
  • United States (U.S.) citizen; or,
  • A national of the United States (see 8. U.S.C. 1408); or,
  • An alien lawfully admitted into the United States for permanent residence as evidenced by an alien Registration Receipt Card Form 1-151
