This position is located in the Surgical & Perioperative Care Service at the Washington DC Medical Center in Washington DC. The Program Assistant for Postgraduate Education and Training is assigned to the Office of the Chief, Surgical Service and provides technical assistance to the Chief of Surgery, the Assistant Chief of Surgery, and the Administrative Officer.
The Program Assistant for Postgraduate Education and Training is responsible for the technical administration of the Medical Student Program. Major duties and responsibilities include but are not limited to:
- Oversee DHCP access, pagers, parking, clinical rotation schedules, and distribution and collection of performance evaluation
- Coordinate the student lecture program with the University and VA Surgery Staff
- Serve as the interface between the students and the medical center and the medical administrative service
- Assist the Administrative Officer in the administration of the Residency Program at the Medical Center including scheduling, processing, evaluation, and accountability for the Residency Program in coordination with the universities
- Coordinate the scheduled assignments based on the needs of the Surgical Service and in coordination with the paruticipating institutions
- Receive and review all evaluations and brings to the attention of the Chief, Surgical Service any pertinent information
- Distribute and collect all medical student evaluations and process the information and communicate it to the Universities as required
- Prepare and distribute Letters of Recommendations from the Chief of Surgery and other Surgical Service staff as requested by the Surgical Residents and Medical Students
- Prepare appropriate forms for travel and reimbursement for members of the Surgical Service
- Perform secretarial duties inherent in the continuing daily function of the Surgical Service

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
- Specialized Experience: You must have one year of specialized experience (i.e., providing administrative support and technical assistance for programs within a healthcare setting) equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing and coordinating schedules within a clinical environment; collecting, tracking, compiling and disseminating technical data utilizing Microsoft Office programs; acting as liaison with educational institutions, and composing written correspondence for management approval and use. (This experience must be supported by your resume to be creditable.)
- Knowledge of administrative procedures and protocol
- Knowledge of personnel, supplies, fiscal, management support and medical administrative services
- Knowledge of healthcare policies and procedures, rules, regulations, and stander practices in order to interact via telephone, computerized and written correspondence within these departments
- Knowledge of human relations practices, techniques, and principles to work with various medical staff, patient's, families, and other persons inherent working in the office
- Knowledge of DHCP system, the window, Microsoft word, Access, Excel, and specialize programs for tracking Residents and Students Education
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary desk work. There is some walking required to the various departments within the medical center. Carrying of light items such as papers and files is necessary.
